    Paperless claim handling process was implemented to improve operating flexibility. This paperless
       process is supported by two zonal Operations Centers located near the zonal headquarters. The
       Operations Centers are responsible for all mail processing, claim setup, medical bill processing and
       certain bill payment responsibilities within the zone and each contains a customer service call center.
